Why Did Water Sit So Long in Walker in 2016?
Because the terrain is flat, the outlets are slow, and in 2016 one of them was blocked. Walker sits in the Gray's Creek and Colyell Creek watershed, which drains western Livingston Parish and does not reach the Amite River until near Port Vincent — a long, low-gradient path for a lot of runoff. When the August 2016 rain came, the city argued that the solid concrete barrier installed down the middle of Interstate 12 during the widening project acted as a dam across that path, holding water on the north side instead of letting it pass.
A 19th Judicial District judge agreed, finding the barriers artificially raised the level of the flood and that their placement had not accounted for how a solid wall would behave in one. The case ended in a settlement announced in December 2024 — roughly $21 million placed in a state transportation drainage account to cut openings along the base of the wall from Millersville to near the Satsuma exit, the stretch running straight through Walker. That is real progress, and it is also a construction schedule. It will not be finished before the next storm season.
