What Makes Central's Flood Risk Different From Its Neighbors?
Position. Central occupies the low ground between two rivers that drain a large slice of the Florida Parishes — the Comite on the west, the Amite on the east — converging just past the city's southern edge. Inside the city, runoff collects in Blackwater Bayou and Beaver Bayou before it ever reaches the Comite, so Central can take water from a local downpour and an upstream river rise in the same storm. That double exposure is why so much of the incorporated area is mapped high-risk.

August 2016 is still the benchmark here. The USGS gauge on the Comite River at Joor Road, on Central's western flank, crested at 34.22 feet on August 14, 2016 — the highest reading in a record reaching back to 1944. Central answered by tightening building elevation and drainage rules, building a hydraulic model of its stormwater system, and joining East Baton Rouge Parish on a shared mitigation plan. FEMA rewarded it: the city climbed from Class 7 in 2020 to Class 5, lifting residents' NFIP discount from 15% to 25%.
