August 2016 is the local proof. Water pushed down the Amite and Bayou Manchac until a levee was overtopped, and parish and Iberville officials ended up cutting a seventy-foot break in Alligator Bayou Road to drain the Bluff Swamp and Spanish Lake basin behind it. Homes backing onto Bayou Manchac woke up to four inches of water. Many of those owners had a mortgage that never required a flood policy, because “not required” and “not at risk” are two different sentences — and only one of them pays for a floor.
