Do the New Orleans Levees Mean You Can Skip Flood Insurance?
No — and the engineering itself is the reason why. The Hurricane and Storm Damage Risk Reduction System that the U.S. Army Corps of Engineers built after Katrina is a roughly $14 billion, 133-mile perimeter of levees, floodwalls, floodgates and pump stations, part of some 350 miles of levees and floodwalls across five parishes. It was completed in 2022 and handed to the state to operate and maintain. It is genuine, world-class risk reduction. What it is not is a promise. It was designed against a defined surge standard, and the Corps has never described it as a guarantee against every storm.

Then there is the water that never comes from the Gulf at all. New Orleans drains itself with 24 pumping stations and around 120 pumps, and that system is designed to move one inch of rain in the first hour and half an inch every hour after that. Any thunderstorm that beats that rate puts water in the street regardless of what the levees are doing, and street water becomes floor water fast in a city built at and below sea level. A levee is protection. A pump is drainage. Neither one writes you a cheque, and only a flood policy does.
