Why Does Hammond Flood in Both Spring and Hurricane Season?
Because Hammond sits in the middle of a river system that responds to whatever falls on it, whenever it falls. The National Weather Service recorded record flooding across the Tickfaw, Natalbany and Tangipahoa River basins during the August 2016 event, when a slow-moving upper-level low dropped 20 to 30 inches of rain on southeast Louisiana in three days — no tropical system involved at all. That flood closed both Interstate 10 and Interstate 12 for several days and swamped thousands of homes and businesses across the Baton Rouge and Hammond metropolitan areas. Of the 13 people killed by flooding statewide, 12 died in those two areas.

Then the tropical half. When Hurricane Ida came through in August 2021, the NWS logged the Tangipahoa River near Robert cresting at 23.12 feet against a 13-foot flood stage — major flooding — and the Natalbany River near Baptist cresting at 18.72 feet against a 16-foot flood stage. Tangipahoa Parish recorded 248 storm-related evacuations. Two completely different weather setups, five years apart, both putting water in the same neighborhoods. That is why a Hammond flood policy is a year-round decision, not a June-through-November one.
