Why Does Baton Rouge Regulate Carts Downtown but Not in Your Subdivision?

Because the city-parish drew the line at what kind of vehicle it is, not what it looks like. Title 10, Chapter 3 of the Baton Rouge Code of Ordinances licenses “low-speed vehicle” taxis alongside taxicabs, limousines and pedicabs, and Sec. 10:201 defines an LSV as a motorized vehicle topping out at not less than 20 and not more than 25 miles per hour. Those carts carry paying passengers on public streets legally — because an LSV is built and registered as a road vehicle.

An ordinary golf cart is not. Louisiana's golf-cart statute lets a municipality designate specific streets for cart use and requires signs where it does — and the current Baton Rouge city-parish code contains no such designation. So your cart is legal on your own property and on private grounds that permit it, and has no lawful public street in the parish unless you register it as an LSV. Either way, the risk of hitting a neighbor or a parked car does not care which category you fall into.
